Ontario Solar Network (OSN) is a non-profit, non-advocacy business association comprised of individual solar energy producers, solar businesses and other stakeholders committed to the highest standards of professionalism. Our mission is to support the success of our members, with an emphasis on strengthening industry information, business relationships and consumer protection, so that all benefit from Ontario's FIT / microFIT program.

OSN is convening this event with a panel that represents both those proposing the changes as well as those impacted by the changes.  We seek to create a forum where issues can be discussed in a professional manner and solutions can be sought to ensure the short and long term viability of Ontario's solar market.

Background:  On July 2 the Ontario Power Authority (OPA) announced a proposed rate change for ground-mounted solar microFIT projects from the contract rate of 80.2c /kWh to 58.8c /kWh.  The reason given for this rate change is that these projects received significantly higher rates of return in comparison to rooftop microFIT projects.

It is estimated that of the 16,000 microFIT applications waiting for approval that 10,000 to 11,000 (over 60%) of those applications were for ground projects and will be affected by this change.  This change impacts not only those with applications for microFIT projects, but also all the solar developers, distributors, manufacturers, and other stakeholders.

CanSIA's  MicroFIT Working Group is developing CanSIA's submission document to the OPA. The final document will address how market stability and confidence can be restored and how transparency and communication between the OPA and the solar industry is imperative for the microFIT and FIT programs to succeed. The submission will also review the retroactivity of the amendments and the assumptions of the OPA on the economics of ground mount MicroFIT systems. CanSIA is urging stakeholders to contact their local MPPs. Members of CanSIA's Ontario PV Caucus and MicroFIT Working Group will attend this event, contribute to the constructive dialogue, and incorporate findings in their document to the OPA.

MicroFitAction.com is a website, survey and petition begun by Sentinel Solar, launched to help unify the voices of those affected by this rate change.  "The intention is to show the OPA in a clear succinct manner what impact their decision will have, and why it is so important to leave the rates unchanged for all microFIT projects."
